This is a really good question but it doesn't have the same answer in every case because it really depends on how your system is set up and what you want to achieve.
It is hoped that this article will help you to decide which is the appropriate trigger condition to use in the Sequencer when referencing levels.
Firstly, in a sequence trigger from a level you will usually select "When Level Completed" which meants that all criteria in the level must be answered.

However, when you include reference to a level in a set of conditions, for instance in order to achieve a certain compliance status, you could use:
- Target Leve Status = Compliant

OR
- Target Level State = Completed

If all the criteria in the level are mandatory (as shown below in the criteria set-up) then Compliant and Completed are the same.

A level will be Completed when all the criteria in the that level are completed irrespective of criteria status. But a level will be Compliant when all the mandatory crtieria are completed with a status of Pass.
For example, if the level contains 7 criteria and 3 of these are not mandatory it will be Compliant when the 4 mandatory criteria are completed and have a status of Pass.
Something else to consider: If the level contains a criteria which expires but is not revalidated the criteria status will be Fail. The level will still be completed but it will not be compliant.
So your choice of Level Completed or Level Compliant will be determined by a number of things:
- whether criteria are mandatory
- whether criteria expire
- whether criteria which expire are revalidated
