Admin > System Users and Permissions > Add a New System Role/ Masquerade tab
Access to Masquerade Mode is actually set on the Dashboard tab.
Assuming that this has not been set to "May not Masquerade Mode", you can use the Masquerade tab to determine which target pages (other than Home and Criteria Response pages) a user can view and edit and specifically what actions can be taken on these pages.
